Floating seeds get thrown away by people who trust the glass of water test, and that discards perfectly good seeds. A floater usually has a dry outer shell with trapped air, not a dead embryo, and plenty of them sink after a few hours and sprout normally. Soak them all and judge by the taproot, not by buoyancy.
